President Bush opened his remarks with a discussion of the state of the economy. He described the role of the president in managing the economy as follows. He said, “My most important duty as regards the economy is to foster an economic environment that encourages entrepreneurship. Government does not create wealth. The role of government is to create an environment in which people can feel comfortable risking capital and realizing dreams.” Other issues on which he touched were education, health care, energy and trade.
